North Carolina Highway Patrol "State Trooper"?

I was wrote a ticket from a trooper the other day. As we all know that plug all the info in to a computer and it prints your ticket off right there on the spot. Well the trooper printed my ticket off and where it tells the price on the bottom her marked thru it and added like $50 dollars to the court cost. Can they do that?
