Does low air on tires help you to do smaller donuts on a Motorcycle?

my new bike won't steer enough to make 2 donuts to complete the DMV course @ 1 MPH! I need serious help/advice. I know how to lean the bike! It just won't lean and steer at that ridicilously low speed! I need some practical tips not tips from a super cool biker
