Small cupboard with a hangining rail and a shelf! still congested cupboard!?

I have a problem. I have a cupboard 1.5 metres wide,2 metres tall. it has a hanging rail, and 1 shelf half way down the cuboard, and space at the base of the cupboard. So i can hang trousers, skirts and 30 tops on the rail, however i have indian shalwar kameez, and long dresses, which drag down over the middle shelf, leaving hardly any space for me to put anything on the shelf itself! help! how can i organise myself. along with all the above items, i have approx 6 coats, 3 jackets, 10 dresses, 4 long cardies! underwear, and clothes hardly ever worn in 2 boxes on base of cupboard, which take most of the space, but i can't get another cupboard because my room is quite small! please give me some tips on how to organise....2 storage boxes under my bed too with head scarves, and bed linen
