Statistical question?

director x found out that the level of administrative capability of the chief executives of the LGUs in administrators in region 1 is quite low, so he conducted a seminar workshop which aimed to enhance the administrative capability of these executives. after the seminar workshop, their administrative capability were again essed. with the data he gathered, he wanted to determine whether the seminar-workshop conducted is effective or not. what would be the possible research title on this?, null and alternative hypotheses?, appropriate statistical tool to answer the problem raised? and why?
